Fees & Charges
Current Legislation requires that all fees associated with a Building Application shall be paid at the time the application is submitted to the Shire of Waroona.
All Building Applications that are received by mail that do not enclose the associated fees as stipulated, will be sent back to the applicant requiring them to calculate and submit the appropriate fees.
All persons submitting a Building Application to the Shire of Waroona service desk SHALL be required to pay the FULL AMOUNT (minus the fee for an Owner Builder) of fees (as listed) on application.
Associated fees include, and may not be limited to:
- Builders Registration Board Levy (all applications)
- Building Application Fee
- BCITF levy shall apply if the proposed building is new or if the addition or alteration on an existing building and is to exceed or be equal to $20,000.00
- Owner Builder Fees (payable to the Builders Registration Board.)
- Demolition Application Fee
Calculating Fees
This is the initial responsibility of the owner. Fees may be amended from time to time at the discretion of the Shire of Waroona's Director Community Services. Builders Registration Board Levy
A levy of $40 is to be paid to the Shire of Waroona by all partnerships, persons and companies that submit a Building Application.
The Shire of Waroona acts as a collection agency only for this levy, of which the money is passed onto the Builders Registration Board less a minor administrative fee for Council services.
The Levy has been imposed by the Builders Registration Board to adequately fund the Building Disputes Tribunal within the Board.

Building Application Fee
(Class 1) Residential Dwellings, (Class 10) Private Outbuildings Including Swimming Pools, New Buildings and Alterations and Additions- (Class 2-9) New Buildings and Alterations or Additions.
(Class 1 and 10 Buildings Fee) is calculated at 0.35% of the construction cost (including GST) of the building.
The Building Application/Licence Fee is based upon the realistic commercial construction cost as if you were engaging the services of a Registered Builder to build the construction.
e.g. Cost of proposed residence is $100,000 x 0.35% x 10 divided by 11 = $318.18
For all other types of buildings (Class 2-9) substitute 0.2% instead of using 0.35% in the above equation.
MINIMUM BUILDING APPLICATION FEE - $85
e.g. Cost of proposed addition is $10,000 x.35% x10 divided by 11 = $31.18 $31.18 is less than the minimum fee of $85 therefore Building Application fee will be $85
BCITF Levy
A levy of 0.2% of the realistic commercial cost (including GST) is payable on application to the Shire of Waroona.
e.g. Cost of proposed residence is $100,000 x 0.2% = $200
The Building Construction and Industry Training Fund is administered by the BCITF Board, which collects the levy and provides financial resources for the training of people in the building industry.
The Shire of Waroona acts as a collection agency only for this levy, of which the money is passed onto the BCITF Board less a minor administrative fee for Council services.

Owner Builder Application Fee (to be paid directly to the Builders Registration Board).
Owners intending to apply to the Shire of Waroona to construct a new or alter a Class 1 (dwelling) building or a Class 10 (private outbuilding or swimming pool) building shall, where costs are to exceed $20,000, FORWARD $124 to the BUILDERS REGISTRATION BOARD, together with their completed Statutory Declaration form (available from the Shire of Waroona on request).

Demolition Application
An application fee of $50 for each associated story of the existing building to be demolished shall be paid to the Shire of Waroona on lodgement of Application.
