Works on Thoroughfares and Temporary Traffic Management

 

Any individual or organisation proposing to conduct any of the following activities within a road reserve must obtain prior approval from the Shire:

 

  • Roadworks or construction activities within a road reserve.
  • Activities associated to a development impacting normal conditions or operations to any road user on a public thoroughfare.
  • Wholly or partially closing a public thoroughfare.
  • Any events or activities impacting normal conditions or operations to any road user on a public thoroughfare.
  • Causing an obstruction to a vehicle or a person using a public thoroughfare.
  • Construct, place or modify anything on, over, or under a public thoroughfare.

 

The Shire has produced the following guidelines, specifications, and application forms to assist with obtaining approval. Applications to the Shire, must include all the necessary supporting documentation and be submitted to warshire@waroona.wa.gov.au

 

Application to Conduct Works within Road Reserve

An ‘Application Form for Works with Road Reserve’ must be submitted to the Shire prior to undertaking any works. This permit application applies to any works occurring on, over or under a road reserve or property of the Shire, which includes but is not limited to:

 

  • The construction, installation, or placement of new infrastructure, assets, or temporary obstructions.
  • Modification to the Shire’s existing infrastructure, assets, or streetscapes.
  • Testing or sampling, removing, or adding materials in the road reserve.
  • Any impacts arising from works requiring the restoration and reinstatement of the Shire’s existing infrastructure, assets, or streetscapes.

 

Applicants must refer to the Application Form for further details and the conditions applicable to undertaking works within the Road Reserve. Applications should be submitted to warshire@waroona.wa.gov.au

 

Temporary Traffic Management Endorsement

Applicants seeking authorisation for a Traffic Management Plan must first consider if the works are associated with conducting works in a road reserve as described in the above section. If so, an ‘Application for Works within a Road Reserve’ must be submitted to the Shire prior to undertaking the works. This permit application incorporates the assessment and authorisation for a Traffic Management Plan.

 

Where traffic management does not involve undertaking works in a road reserve that impact the Shire’s road infrastructure assets e.g. events, heavy vehicle operations, logistics, crane lifts, cleaning activities, utility service provider maintenance works, inspection works, surveying, service locating, vegetation maintenance, an ‘Application for Traffic Management Plan Endorsement’ must be submitted to the Shire to warshire@waroona.wa.gov.au

 

Temporary Road Closures

In certain cases where it becomes impracticable or unsafe to accommodate traffic within the existing roadway due to site constraints, the nature of the works or event etc. an application to temporarily closing a public thoroughfare, wholly or partially, may be considered for approval where it has been demonstrated to the Shire that all other options have been exhausted.

 

An ‘Application for a Temporary Road Closure’ must be submitted to the Shire prior to closing a road. Planning for temporary road closures must observe the requirements outlined within the guidelines.
